Reland "WebNN: Define convTranspose2d operator in mojo" This is a reland of commit fb8bb6697abaa081a4debb8e8de09e6dd444ca18 Since the WebNN GPU backend now supports running WPT tests on win11-blink-rel bots and this CL was not updated the WPT baseline when it was merged. So this reland CL updates the WPT baseline. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
