dlp: Check when tab is being moved to another window

When confidential tab is being dragged to another window,
it doesn't change its visibility state and because of this
DLP didn't recheck possibly running window shares/recordings
that they now will contain this moved tab.

This change makes DlpContentManager to observe tab strips' state
to update when needed.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
