Update input state on activity resumption to bind valid input connection

🌎 The input connection is how the IME (keyboard) sends signals to
   Chrome/WebView.
⛔ When Chrome is resumed from the background, the bound input
   connection is a no-op until an editable field is clicked. This
   means that when using a stylus to write, Gboard is unable to commit
   the text.
✅ This CL forces an input state update when Chrome resumes so that if
   an editable field is already focused, a new input connection will
   be bound (allowing the IME to commit handwriting text).
