[task] Use deadline with post-at in blink::TimerBase (instead of delay)

Reason: this simplifies logic for repeating tasks and moving to a
different task runner.
This is also necessary in
https://chromium-review.googlesource.com/c/chromium/src/+/3514713
where we specify a different DelayPolicy which needs post-at semantic.

Tests using task_runner with mock time (e.g. FakeTaskRunner) need fixing
because it uses an inconsistent definition of time (that was already the
case but somehow didn't cause any failure). The solution is to also
provide a tick_clock and use it in blink::Timer.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
