MiraclePtr: Adjust refcount sizes

On most platforms, we're comfortable with the baked-in default refcount
size. This CL adjusts the field trial config to accept the same on
non-Android platforms.

Android is exempted because we'd like to try enabling the
`all-processes` BRP selector to see how it behaves with 16B refcounts.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
