Fix scrollbar-drag-thumb-with-large-content test This test had a 100% fail rate when run with scroll-unification enabled. The failure was caused by the test finishing too quickly before the scroll gesture was processed. Verified the fix with 2000+ runs of the test. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
