[ios] Add HttpsUpgradeType enum for tracking upgraded HTTPS navigations This CL adds a new enum to ios/web/public/navigation to keep track of HTTPS upgrade reasons. Presently, all of the HTTPS upgrades on iOS originate from the HTTPS-Only Mode feature. However, we'll soon implement omnibox upgrades on iOS as well. This change allows us to distinguish between HTTPS-Only Mode and Omnibox HTTPS upgrades. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
