Kcer: Implement initialization queue

Implement a task queue for Kcer that will be used until the Kcer
instance is initialized. It’s needed because in a lot of cases the
factory won’t be able to know which tokens should be assigned to
the Kcer instance, so it cannot delegate the queueing to them at
the very beginning.

Also remove the CreateKcer method that could only create instances
when the tokens are already known, Kcer factory will replace it
in the following CLs.
