Add HaTS survey triggers for signin promo bubble dismissal

This CL adds HaTS survey triggers for when users actively dismiss the
signin promo bubble displayed after saving passwords or addresses.

The cases where users successfully sign in from the promo are handled in
crrev.com/c/6701591.
