[User Education] Carry ComputedData across precondition lists Preconditions in the "wait for" list should have access to computed data from the "required" list. This allows for the lifecycle data to be used by the anchor precondition to find the correct anchor for rotating promos. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
