arc: Always set mountPhysicalMediaDisabled to false in ARC

This CL hard-codes mountPhysicalMediaDisabled, the Android policy to
disallow mounting of external storage, to false in order to prevent ARC
from unexpectedly disallowing the mounting of MyFiles of ChromeOS.
Since external storage policy is taken care of by the host system,
this CL does not change the visibility of external storage media from
ARC.

Test: unit_tests --gtest_filter="ArcPolicyBridge*"
Test: On an enterprise-managed DUT with ARC R enabled and
ExternalStorageDisabled policy set to true, check that the MyFiles mount
point appears inside android-sh and an USB drive inserted to the DUT
cannot be accessed from Android.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
