Reland "personalization: default on" This is a reland of commit e81195671e7ec23bbcb578a135419c0122bdb7a2 tast test failures addressed in https://chromium-review.googlesource.com/c/chromiumos/platform/tast-tests/+/3644701 b/230901276 to address adding new tast test for policy.UserAvatarImage with PersonalizationHub feature on. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
