[M103][Bling enterprise] Allow JSON encoded strings for list policies UEMs send complex values (dict, list) as serialized JSON strings. The existing implementation allows dict policies to be parsed, but not lists, leading to issues with ManagedBookmarks, URLBlocklist, and other policies We should aim more long term to unify policy value parsing across platforms, but at least this will help fix a customer issue and merge to M103. Learn how to Get Around the Chromium Source Code Directory Structure .
For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
