[ASH] Reset app filter sheet when opened With this CL, app filter sheet is run in a stateless fashion i.e. every time the sheet is opened, it initializes the state (lastly selected app) to the parameter passed to it. Only the caller (HistoryManager) will the one that manages the current state. In conjunction with the change, also ensures the HistoryManager keeps the app selection state up-to-date when search mode is entered or exited. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
