Make crosh a tabbed System Web App like Terminal To support lacros, we must stop using ash-chrome tabs for crosh. Crosh will use Terminal settings page, so terminal must always be installed on every device, just like crosh is. SystemWebAppManager::IsAppEnabled(SystemAppType::TERMINAL) already always returns true, so guard is removed to make it clear. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
