Remove HeapMojoWrapperMode::kWithoutContextObserver mode The kWithoutContextObserver was used for intermediate steps while migrating mojo objects to use HeapMojo wrappers. 6 months ago, we have changed the behaviour of the kWithoutContextObserver to be matched with kWithContextObserver. Currently, only kForceWithoutContextObserver can disable automatic resetting. kWithoutContextObserver was kept as an emergency kill switch. But enough time has passed. This CL removes HeapMojoWrapperMode::kWithoutContextObserver. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
