Report supporting of packetization mode 0 & 1 for RTC hardware decoders. Chrome RTC decoder adapter is currently reporting support of AVC decoding for streams with packetization mode equals to "1" only. While packetization mode "0" restricts the slice size per-picture for AVC encoding, hardware AVC decoders are actually able to decode frames with short slices. Thus we report support of packetization mode "0" for decoder, and keep encoder capability reporting unchanged. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
