Request or cancel RecordContentToPresentationTimeRequest during capture

* Adds RenderWidgetHostViewBase::OnShowWithPageVisibility that is
  called from ShowWithVisibility on Aura and Mac.
* If OnShowWithPageVisibility is called when the RWHV is already visible
  (meaning the WebContents transitioned between kVisible and
  kHiddenButPainting), sends or cancels the
  RecordContentToVisibleTimeRequest even though WasShown / WasHidden
  won't be called.
* On the other hand, skips the RecordContentToVisibleTimeRequest if
  WasShown WILL be called when the WebContents transitions from kHidden
  to kHiddenButPainting.
* Adds RequestPresentationTimeForNextFrame and CancelPresentationRequest
  methods to DelegatedFrameHost / RenderWidgetHostImpl, to update
  presentation requests without changing the widget visibility.
* Changes RenderWidgetHostImpl::pending_show_closure_ into a saved
  parameter struct that can be updated by the new methods.
