Align names for PreloadingNoSamePageFragmentAnchorTracking Previously the flag name was NoSamePageFragmentPreloadingAnchorTracking and the study name was PreloadingNoSamePageFragmentAnchorTracking. This caused unnecessary confusion, including an incorrect update to ProductionSupportedFlagList.java in https://chromium-review.googlesource.com/c/chromium/src/+/6522071. Align them both on PreloadingNoSamePageFragmentAnchorTracking. Also, fix the OtherPageFragment test case to run under both the flag-disabled and flag-enabled conditions, as was originally intended but missed in https://chromium-review.googlesource.com/c/chromium/src/+/6491207. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
