Remove Has* methods from ParsedCookie We can support the same functionality/semantics via a simpler API (fewer methods with richer return values), and also remove undocumented DCHECKs. This CL also modernizes to use std::string_view instead of const std::string& in a few places. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
