[StartupTabPreloader] Re-enable test This test has been disabled for several years. On inspection there doesn't appear to be any reason that it should fail, and it succeeds on a batch of 20 runs locally. Let's re-enable it and see if it flakes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
