iOS BrowserProvider: Update comment about null-ness of browser Before this CL, there was a comment on `browser` saying that it can never be null. This isn't true during app initialization - there is a time window where the `BrowserProvider` already exists, but the `Browser` doesn't yet. So this CL updates the comment accordingly. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
