[Tab Groups] Remove rootId metadata updates for TabGroupModelFilter

These methods are moving to be package private and limited to only
TabGroupModelFilterImpl and TabGroupVisualDataManager. This allows
them to be fully removed for TabCollectionTabModelImpl.

With this CL root ID is functionally deprecated outside of code
that will be removed for tab collections.
