Re-enable h265-level-id.https.html WPT.

This test is expected to either run and pass, or not run and thus fail
with "PRECONDITION_FAILED". Whether or not it run depends on if the bot
has H265 hardware support.

Unfortunately the CQ does not have the HW support so we expect to
"PRECONDITION_FAILED" while we look into ways to enable bot support.

If this CL causes waterfall to fail (that does not show up in the CQ),
we should add platform-specific -expected.txt files accordingly.
