[Fuchsia] Do not use sdk_override.txt when downloading internal images sdk_override.txt is designed for public image and sdk itself rather than the internal image. Without this change, fuchsia-internal-images-roller cannot work with sdk dry run. E.g. https://crrev.com/c/5160501. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
