[TreesInViz] Move viz::mojom::MissingTileReason to cc component.

Move MissingTileReason enum from tiling.mojom in viz to its separate
component missing_tile_reason.mojom in cc. This is because including any
viz component in cc currently triggers UBSAN bots causing test failures
and for TreesInViz development we require including viz component in cc.

Moving the enum to separate component in cc will avoid triggering UBSAN
bots for now. Once the UBSAN related issues are fixed, we can move the
enum back to viz if needed. Also note that moving enum to its own
separate component in cc is also required to avoid any circular
dependencies between viz and cc.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
