Catches errors when exporting license data to file. Brings the file generation in line with all the other credits and and license handling operations which don't raise and exit when file contents are bad or missing but logs a message and continues. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
