Implement user information editing on security key settings page This implements the UI for user information editing on the "Manage Sign-In Data" security key settings page. This ties in the CTAP 2.1 authenticatorCredentialManagement updateUserInformation subcommand, which was added in a previously landed CL. This UI lets the user update the sign-in data (username & displayname) associated with a discoverable credential on an authenticator. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
