Reland "[ios][build] Build application extensions in a separate toolchain" This is a reland of commit 29dfb6fa66b73495f35396956cf0b9e6bdacfcf0 There is no change in the reland since the fix is in the internal repository where the targets will be updated in a separate CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
