Disable flakiness checks on linux_chromium_cfi_rel_ng This optional CQ try builder does not run frequently enough, and the test history is not sufficiently populated. Currently, the system retains test history for 72 hours. As a result, there's an increase in false positives. Disabling on this builder for now. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
