arc: Prevent double trim on arcvm working set trim executor This CL introduce a bool to make sure no trim operation running in parallel. The trim executor can be called from both performance manager and vmm manager, this CL prevent they call the trim at the same time. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
