[break-iterator] Extend the fast code path range to U+00FF This patch extends the coverage of the fast code path in `LazyLineBreakIterator` from U+0021-007F to U+0021-00FF. The new range covers the [C1 Controls and Latin-1 Supplement]. The table is generated from ICU at the build time. In the table, the data for ASCII is copied from the existing table for the compatibility. This improves Speedometer3: * Score: 0.3% * Editor-TipTap: 3-3.5% * TodoMVC-Preact-Complex-DOM: 2.5% * TodoMVC-React-Complex-DOM: 3% blink_perf.layout: * latin-ebook-french: 2-3% * text-wrap-balance: 0.6-1.5% These values are when they're seen in multiple runs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
