Shorten protoc module names Perfetto comes with a lot of generated proto headers. If we don't do this, we will end up with lots of generated headers with long module names (because they are all nested under //third_party/perfetto/protos/perfetto), which bubble up and combine with each other along the build graph, leading to huge `generated_headers` lists that then blow up the build. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
