[mullhet] Display the 'Suggest password' option only on password fields

Unlike the other password-related context menu entries, the
'Suggest password' entry can only be displayed on password fields. If
displayed on a non-password field, the entry is a no-op (passwords
cannot be generated on non-password fields).

The logic introduced in this CL is copied from where it is decided
(in non-mullhet scenarios) whether to display the 'Suggest password'
entry or not:

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
