Remove misuses of Empty{GURL,String,String16}(): device/ These are only for functions that need to return a reference, but have no empty object to return. They are slower than just using the default constructor directly, and serve no purpose in other use cases. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
