[Tab Group Parity] Do not save title on dismiss if text left empty

In the group creation dialog, if the title field is left empty and the
user dismisses the dialog, do not save the empty string text field and
leave the title as null so it is dynamically adapted to the group size.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
