[ios] Use templated CreateForWebState() method As WebStateUserData::CreateForWebState() now supports an arbitrary number of parameter, custom CreateForWebState() overloads are not needed anymore. Convert //components/password_manager/ios to use the templated method instead of custom overloads. Remove an incorrect upcast of PasswordManagerInterface* into a PasswordManager* as it was wrong in SharedPasswordControllerTest where the pointer passed was to a MockPasswordManager which does not inherit from PasswordManager (thus the test was depending on undefined behavior). To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
