[PCCT] Preserve last height/maximize state Lets bottom/side sheet start in the initial/minimize state when launched after device rotation. But each type keeps track of its own last state, and uses it to restore the right state when re-created. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
