Enable extension telemetry service for enterprise The existing extension telemetry service is only enabled for ESB users. This CL introduces the new enterprise flow and uses some existing functionalities in common methods. The telemetry service now reports for both enterprise and ESB users. Future CLs will implement enabling of enterprise telemetry and sending reports. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
