emulator: Update emulator and google_apis system image for API 22, 23, 24

This is to pick up https://crrev.com/c/4960454 which update the way to
disable to network during AVD creation.

Also skip the network disabling for API 23 (Marshmallow) as svc commands
fail on M which is a known issue: https://crrev.com/c/3057292
