Add test to verify quic will be disabled after DnsHttpsSvcbAlpn QUIC.

Since WebSockets over HTTP/3 is currently not supported, when there is
an HTTP/3 connection open to a server, a WebSocket request should not
use it, but instead open a new connection with HTTP/1.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
