Collect addl logs in to determine which view 'steals' IME events. Omnibox appears to occasionally appear defunct, with IME interactions seemingly broken. Investigation thus far revealed that this takes place where additional views report focused state even if they are not in focus. This change aims at collecting information about which views are reporting incorrect focused state. In most cases this should be a no-op. The logic engages only when we detect that the user taps an already active Omnibox, and subsequently learn that IME reports that it is Active, but handling another View. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
