Rework the parsing of the rounding strategy for round() Handling/parsing the rounding strategy in ParseValue() means that it could appear anywhere a value could, although it is only allowed at position 0 in the round() operation. This could lead to crashes if it is specified outside of round(). Parse the rounding strategy value explicitly instead to reduce the scope in which it can appear. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
