[Android] Add more Public Transit entry points for CTA To migrate tests that use the ChromeTabbedActivityTestRule, we need to cover the entry points of ChromeTabbedActivityTestRule. This is being submitted without usages because it's the base for migrating multiple tests; that way if one migration is reverted the others aren't affected. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
