Reland "Create user session activity reporter." This is a reland of commit 8b891caca5cd34b4e39981de8098654fbe5f39a1 Fixed build error by updating deps in chrome/browser/ash/policy/core/BUILD.gn Original change's description: > Create user session activity reporter. > > This class and its delegate observes and reports active/idle states within a user session using the encrypted reporting pipeline and an idle event notifier. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
