Reland "Create user session activity reporter."

This is a reland of commit 8b891caca5cd34b4e39981de8098654fbe5f39a1

Fixed build error by updating deps in
chrome/browser/ash/policy/core/BUILD.gn

Original change's description:
> Create user session activity reporter.
