media/video: Fix wrong bitrate values

The units of target bitrate parameters in libvpx and libaom are
kilobits per second. But VpxVideoEncoder and Av1VideoEncoder sets the
value in bps in the case a bitrate option is not set by a client.
This CL fixes the bug. This CL also sets the default bitrate if the
specified bitrate is zero in the encoders. This causes livbpx vp8
encoder output no frame.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
