Add a perf_tests for a long French text

This patch adds `latin-ebook-french` perf_tests.

The Blink `perf_tests/layout` has line break/text layout for
English, Arabic, and Japanese.
* English uses an optimized code path for ASCII in
  `LazyLineBreakIterator`, without using the ICU break
  iterator.
* Arabic uses the ICU break iterator, but also includes the
  BiDi algorithm.
* Japanese uses the ICU break iterator without the BiDi
  algorithm, but almost every character has a break opportunity.

The French text has different characteristics from all these
languages, uses the ICU break iterator, without the BiDi
algorithm, and break opportunities are at word boundaries.

The text is a subset of "Du côté de chez Swann by Marcel
Proust" at the Project Gutenberg[1]. The same subset as the
one in the Speedometer3[2].
