[Android] Implement affiliated plus profiles cache.

AffiliatedPlusProfilesProvider interface will be used by the
individual accessory controllers to generate the plus profiles section
for the frontend.

AffiliatedPlusProfilesCache exposes the necessary API for fetch the
list of affiliated plus profiles and clear them when needed.
