Extends system updater tests to macOS 12 and macOS 13. With crrev.com/i/5397676, Mac-12 and Mac-13 bots with passwordless-sudo support are up and running in pool `chromium.updater.mac`, we can now enable updater system tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
