[Mullhet] Emit latency metric in the PasswordManualFallbackFlow. The metric is emitted when all necessary credential data is fetched. The PasswordManualFallbackFlow doesn't need to be invoked for this metric to be logged. This CL corresponds to the "Metrics" section in the design doc: go/chrome-mullhet-suggestion-generation. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
